The year being tested is the year the Maritime Labour Convention was adopted by the International Labour Organization. It was adopted in 2006, which is why it’s commonly called MLC 2006. The name reflects the adoption date, even though the convention didn’t come into force until 2013 after enough ratifications. The other years listed don’t match the adoption date of this instrument.
